The privilege to cast a ballot should be as difficult as obtaining a handgun. Whatever each state requires to obtain a handgun those same standards should be used to be able to cast that ballot.
At the very least the standard out to be as stringent as obtaining a library card which, in my case, is a once a year visit to the library when I show a valid picture ID and update my references. I have been a member of this library for 30 years and it not matters one whit - I have to make that trip yearly.
And, as Mac states, you have some skin in the game. Don't pay Federal taxes then you don't get to vote in national elections. Pay state income taxes or state sales taxes then you can vote in state wide and local elections.
