My point is that Texas is about as "Conservative" and "Republican" as a state can be, and despite the fact that Republicans control every branch of the state government by huge margins, this has been going on in schools run by the government of Texas for eight years.
In answer to your direct question, "... do you really think Republicans or conservatives in these Texas school systems are to blame?" No, I do not: there are precious few conservatives in public education, especially in large cities like San Antonio and Houston. But those schools do not exist in a vacuum - they answer to the state government, which seems to think that acclimating children in Texas to this level of surveillance is acceptable, perhaps even laudable.
Texas Republicans could stop this if they wanted to - they have shown by their acquiescence that they simply don't want to.
