It is now estimated that, all said in done, the number of actual O'Care signups will be in the very low seven figures – some suggest under three million. Most of the “signups” being counted now are for Medicaid, not for exchange policies. How do you improve those numbers? By forcing the cancellation of 16-19 million private policies, and leaving those canceled with no alternative other than seeking coverage from the O'Care exchanges – resulting in higher signup numbers.
