What part of “shall not be infringed” is so difficult to understand? Editor Dick Matcalf in an upcoming edition of Guns & Ammo not only defends gun control, but encourages its enactment. Metcalf argues, “I bring this up because way too many gun owners still believe that any regulation of the right to keep and bear arms is an infringement. The fact is that all Constitutional rights are regulated, always have been, and need to be.” However, as noted by Mark Alexander in The Second Amendment, the Bill of Rights is an enumeration of limitations on government, as much as the enumeration of individual rights. Alexander notes that “a well regulated militia” is, in context, a reference to the body of the people as a whole being well armed and trained. Of course, many on the Left claim the term “militia” is referring to the military. Not according to the Founders.
