California Attorney General Kamala Harris isn’t going to sit idly by while Californians file for concealed carry licenses in droves after the Ninth Circuit Court struck down San Diego’s may-issue law. Harris wants an en banc review of the decision because, she says, “Local law enforcement must be able to use their discretion to determine who can carry a concealed weapon.” She insists she’s just trying to “restore law enforcement’s authority to protect public safety.” But if the Court reverses itself, the opposite will be true. Criminals will bear guns wherever they please, regardless of Harris’s delusions. Only the law-abiding will be defenseless.
