FBI Director James Comey headed to Capitol Hill Wednesday to testify — again — about Hillary Clinton’s email scandal. There are really three highlights.

First, Comey revealed that Huma Abedin, Hillary’s top aide, forwarded classified information to her husband, Anthony Weiner, for the latter to print it out. Was this a crime? Absolutely. But Comey says the FBI still won’t recommend prosecution, once again trotting out the argument he used to absolve Clinton last year — “intent” was impossible to prove. Gross negligence is the real standard, but Comey’s going to let that slide. In our book, knowingly forwarding classified information as Abedin did is clear evidence not only of gross negligence but intent. The assertion that Clinton’s team didn’t intend any of this is preposterous and Comey knows it. The lengths to which he’s gone to exonerate Clinton also show what utter nonsense it is for Clinton to blame him for her loss, as she did again the day before his testimony.

National Review’s David French, a veteran and an attorney, is incredulous: “As I’ve written before, I served in the military, handled classified information, and helped investigate possible violations of laws and regulations governing classified documents. Here’s what I know beyond a shadow of a doubt — if a soldier had sent classified documents to his wife ‘to print out’ his best legal outcome would be a one-way ticket to a dishonorable discharge. His worst outcome would be jail.”

Instead, the Clintons will keep racking up money on the speaking circuit, while Abedin assists.

Second, Comey outlined his options in October before sending the letter to Congress about reopening the investigation. “I could see two doors, and they were both actions,” he said. “One was labeled ‘Speak,’ and the other was labeled ‘Conceal.’” Even now, he would make the same decision again, he said, because, “Concealing in my view would be catastrophic, not just to the FBI but well beyond.”

Third, Comey explained why he went public in July: “The capper was — and I’m not picking on Attorney General Loretta Lynch, who I like very much — but her meeting with President Clinton on that airplane was the capper for me.” Comey also recently said that his mistrust of Lynch’s independence was key, but testifying so to Congress brings that to another level.

The comments prompted Washington Post columnist Dana Milbank to blame Bill Clinton for Hillary’s loss, lamenting what might have been: “If Bill Clinton hadn’t boarded that plane in June…”

You know what else might have helped Hillary? Not breaking the law and lying about it.
