The 6th U.S. Circuit Court of Appeals ruled that Detroit schools fail to provide an “adequate education” and are “schools in name only” — bereft of proper books or teacher training and often infested with rats. The court says — in Gary B. v. Whitmer — that the 14th Amendment to the U.S. Constitution contains a due process promise of fundamental literacy from these publicly funded failure factories.
