The Cloward-Piven Immigration Strategy

As is the the Obama administration’s modus operandi, one scandal replaces another. The Bergdahl prisoner swap, along with another orchestrated, Benghazi-like campaign again spearheaded by professional [liar](http://thehill.com/blogs/blog-briefing-room/news/208472-susan-rice-bergdahl-being-tried-in-court-of-public-opinion) Susan Rice, was just the tonic for getting the VA scandal off the front pages. Yet even as both of these fiascos roil the American public, they pale in comparison to a far more serious debacle that remains largely under the radar by comparison: we are being invaded on our southern border – with the blessing of the Obama administration and its allies.

As is the the Obama administration’s modus operandi, one scandal replaces another. The Bergdahl prisoner swap, along with another orchestrated, Benghazi-like campaign again spearheaded by professional liar Susan Rice, was just the tonic for getting the VA scandal off the front pages. Yet even as both of these fiascos roil the American public, they pale in comparison to a far more serious debacle that remains largely under the radar by comparison: we are being invaded on our southern border – with the blessing of the Obama administration and its allies.

The “game” is as despicable as it is effective. This administration is allowing a tsunami of illegal aliens, comprised largely of minor children with or without the accompaniment of their single mothers, to flow into our nation. And make no mistake: tsunami is no exaggeration. A four-page “draft” memo authored by Deputy Border Patrol Chief Ronald D. Vitiello reveals that more than 90,000 Unaccompanied Alien Children (UAC) will be apprehended on the border in 2014, a number expected to rise to 142,000 in 2015. For perspective sake, fewer than 40,000 children were apprehended in 2013.

Thus the notion that the border is secure enough to pursue comprehensive immigration reform is utterly preposterous.

But that’s only half the story. Children from Mexico who attempt to cross the border can be returned to that nation, but those coming from countries in central America must be screened and processed. Unsurprisingly, U.S. Customs and Border Protection (CPB) reports migrations are up 208 percent from Honduras, 145 percent from Guatemala, and 138 percent from El Salvador in fiscal 2011-12, doubling the total from the previous year.

The children are supposed to be turned over to the Department of Health and Human Services (HHS) within 72 hours of being apprehended. The memo suggests that rule is being regularly broken. A Defense Department requirement that the children be vaccinated and then held for seven days by Homeland Security before being allowed on military bases the feds are currently using to house them is apparently being ignored as well. The memo attributes this failure to the large influx of children, coupled with intergovernmental ineptitude.

Bases in Fort Sill, OK, and Port Hueneme are currently being converted, joining Lackland Air Force Base in San Antonio, TX, where 1,000 UACs have been ensconced since May 18. No doubt more will follow.

According to the Daily Caller, this is no accident. Instead of treating this influx as a wave of illegals to be repelled, officials are converting military facilities to cater to the illegals, as well as giving some of them transport further into the country to unite them with their illegal-immigrant parents. “In general, significant numbers do have family members in the United States,” said Cecilia Munoz, President Barack Obama’s top domestic adviser. She further noted that parents can come and pick them up.

Immigration and Customs Enforcement (ICE) doubled down, announcing that they will release any illegals who can provide an address for their destination, be it for family or friends whose own legal status is equally irrelevant.

Most of the crossings have been occurring in the Rio Grande Valley of Texas, but overwhelmed officials at processing centers there have been shipping them out of state. Maryland and New York are getting some of the outflow, but it appears the feds have a special affinity for Arizona, where the illegals are being flown into the state, bused to the cities of Phoenix and Tucson, and shipped to a holding center in Nogales.

Arizona Governor Jan Brewer is furious, having only recently discovered that the Obama administration was “dumping” illegals into her state. Last Friday it got worse: federal officials informed her they intend to continue doing so, with an additional 1,000 illegals expected to have been bought to her state over the weekend. “This is a crisis of the federal government’s creation, and the fact that the border remains unsecure – now apparently intentionally – while this operation continues full-steam ahead is deplorable,” she said in a statement. She further noted the feds did this without notifying her administration, or explaining why it is necessary.

When Brewer initially learned of the practice she sent a letter to President Obama last Monday, requesting details of the program. She also urged him to “end this dangerous and unconscionable policy immediately.” By Friday she seemingly realized she was being ignored. "I am disturbed and outraged that President Obama’s administration continues to implement this dangerous and inhumane policy, meanwhile neglecting to answer crucial questions our citizens demand and deserve,“ she said. Brewer is also demanding answers from from from Department of Homeland Security Secretary Jeh Johnson, but he is likely to ignore her as well.

It is impossible to say with any certainty why Arizona is being singled out. But the adolescent proclivities of administration forced to abide by the 2012 Supreme Court decision – allowing Arizona police to continue checking the immigration status of people stopped or detained if there is "reasonable suspicion” the person is in the country illegally – may be in play here. In short, Obama may be seeking “payback.” That guess is amplified by the reality that once the detainees are processed by DHS, they will be released, even as they are expected to check themselves back in when their deportation process nears completion. “After screening by DHS authorities, the family units will be released under supervision and required to report in to a local ICE office near their destination address within 15 days, where their cases will be managed in accordance with current ICE enforcement priorities,” the agency said in a statement.

Americans can decide for themselves whether that represents a gargantuan level of Obama administration naiveté, or a petty gesture approved by our Narcissist-in-Chief.

Unfortunately, Arizona hardly stands alone. Obama has termed the latest assault on our borders “an urgent humanitarian situation,” putting the Federal Emergency Management Agency (FEMA) in charge of coordinating taxpayer-underwritten humanitarian relief to the children. It includes housing, care, medical treatment and transportation, for which the administration is asking Congress to provide $1.4 billion. He is also implementing a $2 million program to provide lawyers to children aimed at helping them fight deportation. "We’re taking a historic step to strengthen our justice system and protect the rights of the most vulnerable members of society,“ Attorney General Eric Holder said in a statement. "How we treat those in need, particularly young people who must appear in immigration proceedings – many of whom are fleeing violence, persecution, abuse or trafficking – goes to the core of who we are as a nation.”

Lost in such "grandiosity" is why America is experience such a sudden surge of unaccompanied minors attempting to cross the border. Investors Business Daily minces no words in that regard, noting that the American embassies in Guatemala and El Salvador are actively encouraging illegal immigration, and no embassy website in the region has any warning regarding the danger of it. Furthermore, several of the administration’s media allies, combined with social justice-oriented Non-governmental Organizations (NGOs) are also aiding and abetting this outrage.

Pushing the envelope still further, the administration announced Thursday that it was renewing the non-deportation status for young adult illegal immigrants, aka Dreamers, even as Democrats have pleaded with the president to expand the program to include their illegal alien parents. Add the details of the administration’s “Catch and Release” program documented by CIS in March, revealing that Immigrations Customs Enforcement (ICE) declined to bring immigration charges against 68,000 criminal aliens they encountered in FY 2013. Then toss in last month's bombshell revelation that ICE released an additional 36,000 criminal aliens, including convicted murderers, onto the streets.

What do you get? A simple message reverberating throughout Central America: if you can get to the USA, you can stay in the USA.

If a strategy of overwhelming the system until it breaks down as a means of implementing one’s agenda sounds familiar, that’s because it is. The Cloward-Piven strategy, calling for just such orchestrated chaos, is in full swing. Obama and his allies – in both parties – are either getting comprehensive immigration reform enacted by Congress, or America is getting a de facto version of it shoved down our throats, in all its lawless glory. Such administration-sanctioned lawlessness has produced a despicable dichotomy: while we are being invaded from without, we are being destroyed from within – by people who took an oath to preserve, protect and defend the Constitution.

Has that oath had less meaning at any other time in our history than it does now?
