It's no secret to most folks that our educational system is nearing, if not already having attained, a level of abject failure in real education of our young minds.

Even the common 50 percentile figures you quoted for white students scoring on the tests speaks to the overall failure of the system as a whole.

Having read the facts surrounding the DOJs claims and actions regarding expected test scoring changes for Daytons exams this too is just a further example of the overall dumbing down of expectations and hardily embraces a lack of excellence, not an expectation of excellence from qualifying candidates for these positions, which is similarly a sad prospect all in all.

BTW, while your mentions of the DOJs lower percentile acceptance of passing grades on the 2 segments of the tests state an F and D result, by the standards my own educational system held students to, with 70 percent as the lowest passing grade, both revised scoring results would be failing grades.

The continuous dumbing down and degrading of educational standards as opposed to raising them, or at least keeping them at reasonable levels reminds me of a story penned some time ago.

In this tale about governmental over-regulation those with excellent vision were required to wear glasses to degrade their vision, people with good hearing or capable of clear thought were required to wear hearing aids where static was added to overcome these abilities and where those of physical prowess were required to wear weights to limit their strength, all so everyone could be more equal, and just as certainly society as a whole was also minimized through these actions.

Hopefully the American public is neither too blinded, their hearing or thought processes too minimized, nor their strength too overcome to find a more reasonable path forward from this point in history ;>)

Jackie Robinson, Roy Campanella and Don Newcombe became major league ball players because of their abilities that were equal to or exceeded that of the other players at the time. Do you think the other black players that followed would have made the majors if these three were accepted because of affirmative action?

Self-respecting blacks, and other minorities, don't want "affirmative action," which is in essence simply reverse discrimination. They just want a fair chance to compete on a level playing field. Some will fail and some will succeed, but if those failures and successes are based on merit alone, then there's no injustice. Life can be tough.

1) Public schools educate the majority of our children.

2) Keep them as dumb leaving high school as they were when they entered elementary school.

3) For those that rise above that and go to public colleges, liberally indoctrinate them.

The first thing I noticed on reading this article is that Holder has WAY overstepped his authority as AG. How a municipality, be it city, county, or state, screens its employees is none of the DOJ's business, unless and until someone files suit. The second thing that came to mind is, many white teachers probably give blacks passing grades they haven't earned for fear of being accused of racism. The left just loves to throw that racism trump card. It's like arguing with a two-year-old: "You did not earn a passing grade." "Did too!" "No, you did not." "Oh yeah? Well, you're a racist!". It's like a poor parody of the Smothers Brothers Comedy Show, when Tommy would always try to win an argument with Dick by shouting "Mom always liked you best!" Ridiculous.

New Haven, Connecticut tried this same sleight of hand for the same reasons. The Supreme Court finally had to decide in favor of the white candidates who had passed their exams for promotions but had been passed over by those who failed or had poorer scores.

One might believe that the originally required scores might have something to do with the ability to do the job. Also, the bigger question is what Dayton is doing to fix its school system? I suspect it is just throwing more money at it since I am sure the unions and politicians have the school system too tied up to institute vouchers or try other innovative approaches which might improve the system. Our country has allowed an education establishment to develop which prioritizes the wages and working conditions of the teachers way ahead of the education provided to the children. Shameful.
