Kamala Harris’s Plan to Tear Apart America’s Core Institutions

Her targets are the usual ones for Democrats: the Electoral College, the Senate filibuster, and the Supreme Court. Even so, the speech was a real eye-opener.

The Democrat Party has spent years slowly moving away from the institutions that have sustained the United States for generations.

Ideas once confined to the party’s socialist fringe are increasingly being embraced by its most prominent leaders. Expanding the Supreme Court, abolishing the Electoral College, and eliminating the Senate filibuster have become part of the mainstream Democrat agenda.

Adam Schiff helped legitimize this movement when he joined legislation in 2023 to expand the Supreme Court from nine to 13 justices. Schiff argued that Democrats needed to “rebalance” what he described as a partisan Court.

The message was clear: When Democrats dislike the ideological composition of an institution, they believe they should be permitted to restructure it.

This weekend, however, the movement took another alarming step forward.

Former Vice President Kamala Harris, a possible 2028 presidential candidate and one of the most recognizable figures in the Democrat Party, openly endorsed reconsidering the Electoral College and expanding the Supreme Court to 13 justices.

Speaking Friday at the National Urban League Conference in Nashville, Harris declared that Americans need to “revisit” the Electoral College. She also supported expanding the Supreme Court, arguing that the country should have 13 justices because it has 13 federal appellate circuits.

These proposals would fundamentally alter the balance of power in the United States.

Packing the Supreme Court would transform the institution into another partisan branch of government. Democrats may add four justices when they control Washington. Republicans could respond by adding another six. The next Democrat administration could then add even more.

Eventually, the Supreme Court would cease to have any independence or legitimacy. It would become little more than a super-legislature whose membership changes whenever one political party dislikes its decisions.

Abolishing the Electoral College would be equally destructive.

The Electoral College exists in part because America is a union of states, not simply a collection of individuals living under one centralized national government. It forces presidential candidates to build geographically broad coalitions rather than concentrating exclusively on the largest population centers.

Without it, candidates could ignore vast portions of the country while focusing their campaigns on major metropolitan areas. Smaller states would lose one of their most important protections within the constitutional system.

Harris has also previously supported eliminating the Senate filibuster to advance Democrat priorities. In 2024, she called for ending it to pass national abortion legislation.

I have consistently opposed Republicans eliminating the filibuster. The rule forces the Senate to seek broader agreement before passing sweeping legislation. Unfortunately, Democrats are making the Republican argument for abolishing it stronger every time one of their leaders promises to discard it upon returning to power.

Republicans must recognize the danger, but they should not casually join the race to destroy every institutional restraint.

Democrats regularly accuse President Donald Trump of being a dictator and a threat to democracy. Yet Trump has not proposed packing the Supreme Court or abolishing the Electoral College.

Kamala Harris has now supported reconsidering both.

There is no greater threat to the country than politicians who believe every constitutional institution must be dismantled whenever it stands between them and political power. Americans do not have to like the Republican Party. They do not have to agree with every Republican policy. But anyone who values constitutional government must understand what today’s Democrat Party is increasingly proposing.
