The debt "deal" offers a double incentive for federal workers: In addition to the 17% of "non-essential" federal employees placed on furlough during the shutdown receiving back pay, government workers will look forward to a 1% pay raise come January. Bureaucrats will surely argue that 1% is a minuscule increase for all those hard working government officials, but the news won't be as welcoming to the nearly 90 million American workers -- or 63% of potential laborers -- who are no longer in the job market thanks to Obama's recovery bummer.
