Mark Halperin is the senior political analyst for Time magazine and he offered this "insight" into the latest chapter in Russian expansionism: "President [Ronald] Reagan never faced a Soviet leader like this. This guy is ruthless." Halperin is a chip off the old block -- the heir-apparent of Morton Halperin who was Clinton's foreign policy expert and now Senior Advisor for George Soros' Open Society Institute.
