House Minority Leader Nancy Pelosi says Congress plays a role in foreign policy but what Barack Obama called for against ISIL Wednesday night is perfectly within his power. "Yes, I think that the Congress has a role," she said. "What the president is doing now, though, I think he has the legal authority to do." What's her basis for saying so?
