Officials from the 14 state-run insurance exchanges claim the surge in ObamaCare enrollment is due to fear of facing a 2% penalty for not having insurance. Statistics, however, show a staggering number of Americans are clueless about the health care law. Based on a study by the Urban Institute, "[R]oughly 25 percent of uninsured people above the poverty line had heard 'nothing at all' about the penalty, and around 20 percent had heard 'only a little,'" The Hill reported. "Fifty-three percent had heard some or a lot." The study also found that nearly 30% "Had not heard about Marketplaces" and another 29% "Heard about Marketplaces and did not know [the] enrollment deadline."
