Do Blacks Need Favors?
Earlier this month, the 50th anniversary of the Civil Rights Act was celebrated. During the act's legislative debate, then-Sen. Hubert Humphrey, responding to predictions, promised, "I'll eat my hat if this leads to racial quotas." I don't know whether Humphrey got around to keeping his promise, but here's my question: Is it within the capacity of black Americans to make it in this society without the special favors variously called racial preferences, quotas, affirmative action and race-sensitive policies? What might a "yes" answer to that question assume and imply about blacks? Likewise, what would a "no" answer assume and imply? Let's look at it.

Will John Roberts Decide a 'State' Is Not a 'State'?
The Supreme Court may soon need to decide whether the federal government can be considered a "state" in our federal republic in the same sense that Iowa, Wyoming and Wisconsin are states. On the face of it, this question may seem absurd. In fact, given any level of reflection, it is absurd. The federal government is not one of the states. But this absurd question was at the heart of Halbig v. Burwell, decided this week by the U.S. Court of Appeals for the District of Columbia, and it could soon become a defining issue in American life.

It wasn't that long ago that a prospective Supreme Court justice was blackballed because he had occasionally smoked marijuana while in college. Although it seems as if it happened a hundred years ago, it wasn't that long until we elected Bill Clinton, who admitted he had smoked pot, but lied about never having inhaled. That's like saying you ate a T-bone steak, but didn't swallow. We then elected Barack Obama who not only smoked the shit on a regular basis, but bragged about it in his autobiography. All along, I had thought that all of his obvious problems were the result of his having been abandoned as a child by his mother, father and stepfather, and left to be raised by communist grandparents and a sexual pervert, Frank Marshall, who served as a mentor to young Barack.
Drug War Refugees: Thousands of Central American Children Are Fleeing Prohibition-Related Violence
As thousands of children fleeing violence in Central America seek refuge in the United States, some commentators are blaming American drug users. "If there weren't a lot of Americans seeking marijuana and heroin and cocaine," says former Labor Secretary Robert Reich, "there would not be a drug war." Wall Street Journal columnist Mary Anastasia O'Grady seems to agree. "This crisis was born of American self-indulgence," she writes. If so, it was not the self-indulgence of people who consume arbitrarily proscribed intoxicants. It was the self-indulgence of prohibitionists who insist on exporting their disastrous policy to other countries.
