'Bush Did it' Is Not a Foreign Policy
Not being George W. Bush while apologizing for America's purported sins is not a foreign policy. Ronald Reagan came into office with the idea of rolling back the Soviet Union. Reagan hoped that such an evil empire might collapse from its inability to match a newly confident United States. George H.W. Bush sought to oversee a peaceful dissolution of the Soviet empire, the reunification of Germany, and a new Western-led world order that thugs such as Manuel Noriega or Saddam Hussein could not disrupt. Bill Clinton pushed Western-inspired liberal globalization to lift the Third World out of poverty. After 9/11, George W. Bush sought to keep America safe from another round of Islamic terrorism while promoting Middle East constitutional government as a way of weakening Islamic terrorism. But what exactly does Barack Obama wish to accomplish abroad?

Oil: The Real Green Fuel
A rolling "dead zone" off the Gulf of Mexico is killing sea life and destroying livelihoods. Recent estimates put the blob at nearly the size of New Jersey. Alas, I'm not talking about the Deepwater Horizon oil spill. As terrible as that catastrophe is, such accidents have occurred in U.S. waters only about once every 40 years (and globally about once every 20 years). I'm talking about the dead zone largely caused by fertilizer runoff from American farms along the Mississippi and Atchafalaya river basins. Such pollutants cause huge algae plumes that result in oxygen starvation in the gulf's richest waters, near the delta.

End the Drug War
I'm confused. When I walk around busy midtown Manhattan, I often smell marijuana. Despite the crowds, some people smoke weed in public. Usually the police leave them alone, and yet other times they act like a military force engaged in urban combat. This February, cops stormed a Columbia, Mo., home, killed the family dog and terrorized a 7-year-old boy -- for what? A tiny quantity of marijuana.
